Board meetings
Held the third Thursday of every month — 6:00 PM open session, 7:00 PM executive session, per the March/April 2026 newsletter.
They are by Zoom, and the link is not published. The newsletter says it is “provided with email request sent to management.” So attending takes a message first, which is worth knowing a few days ahead rather than at 5:55 on the night.
You have a right to be in the open session. Executive session is confined by statute to five subjects, and being held out of that portion is proper while being held out of the open portion is not.
The management office

Open Monday to Thursday, 8:00 AM to 4:00 PM, and Friday, 8:00 AM to 12:00 PM.
Which means a Friday afternoon problem waits until Monday. And the office is in Mission Valley rather than here, so anything you were going to hand over in person — a check for a pool key, a completed form — is a drive down the 8 and back inside those hours.
Quiet hours
Two documents give different hours, and neither has been withdrawn.

So the hour between 7:00 and 8:00 AM is quiet hours under the Rules and ordinary hours under the newsletter. Both figures are on this page because the Association is currently publishing both.
It matters less than it looks, because the Rules do not stop caring at the end of quiet hours. The rule immediately after says that between 8:00 AM and 10:00 PM, “the sounds of television, stereos, power tools, barking dogs, loud parties or other sources causing noise to be objectionable by the other residents may be construed as a nuisance and is prohibited.” There is no hour of the day when noise a neighbor can hear is simply allowed.
Dues
Due on the 10th of each month, delinquent if not paid on or before the 25th, after which the Association adds a $5 late charge and 6% interest (Bylaws Art. VI § 1(a)).
If your welcome letter said the 5th, the documents say the 10th. The letter the managing agent’s accounts receivable sends a new owner gives the 5th; the Bylaws, the Rules and an actual assessment statement all give the 10th. Paying on the 5th costs nothing and is five days early — but the deadline that matters is the 10th, and the delinquency date is the 25th.
The annual meeting
The Bylaws fix it at the second Wednesday of September (Art. III § 3); the Rules say the third Thursday of August; and the Association has followed neither in recent years. The date that governs in practice is the one on the notice that arrives in the mail.
That is not a technicality — the annual meeting is the one where directors are elected, and it is the only vote most owners here ever get.
